CUSTOS ROTULORUM, the keeper of the rolls or records of the sessions of the peace, is the first civil officer of a county. He is always a justice of the peace, and quorum in the county for which he is appointed. It has been an invariable practice to appoint the lord-lieutenant of the county to this office, though the two offices are otherwise quite distinct.
