Censio included both the rating or valuing a man's estate, and the imposing mulcts and penalties.

CENSIO lusoria, a punishment inflicted on a Roman soldier for some offence, as laziness or luxury, whereby his lusus or spear was taken from him, and consequently his wages and hopes of preferment stopped.
