It lies in a bay, the best harbour of the Taurida, where the Russians have formed an arsenal for the construction and equipment of a navy. The bay is sufficiently extensive to admit of a large fleet, and the depth of water is from 10 to 12 fathoms. There are neither shoals, rocks, nor sand-banks, and vessels are secure from all winds.
