Under this term were formerly comprehended "all the heads of public expenditure, excepting those of the army, the navy, and the other military departments," but it is now confined to the expenses proper for the maintenance of the royal household and the dignity of the crown, the amount of which is fixed by parliament on the accession of the sovereign.
